Biographical Statement of Kevin Fox Gotham, Ph.D., C.P.P.

For 30 years, Dr. Gotham has focused his research agenda and practitioner experience on crime prevention, security management, risk assessment, real estate and housing policy, and emergency management. He received his BA (1990), MA (1992), and Ph.D. (1997) in sociology from the University of Kansas. His first academic appointment was at Tulane University in 1997 and he was promoted to associate professor with tenure in 2003 and full professor in 2008. In the School of Liberal Arts, Dr. Gotham served as Associate Dean of Academic Affairs from 2008-2015 and as Associate Dean of Graduate Programs, Grants, and Research from 2015-2020. Over the last decade, he has served as a member of the Tulane University Social-Behavioral Institutional Review Board (IRB), Director of the Urban Studies Program, and Director of the Social Policy and Practice (SPP) Program. Since 1997, he has taught university courses in the areas of forensic sociology/criminology, urban policy, housing policy, real estate development, and sociological theory for undergraduates and graduate students.

From 2006-2008, Dr. Gotham served as Program Director for the National Science Foundation (NSF) in the Sociology, Political Science, and Law and Social Science Programs. He provided leadership and coordinated program tasks and responsibilities for these three programs; designed and implemented the review and evaluation process panels; selected qualified scholars to provide objective reviews on proposals either as individuals or as members of a panel; conducted final review of proposals and made evaluations; and monitored the progress of awards through review and evaluation of reports and publications submitted by awardees. In addition, he managed ongoing grants, contracts, and interagency and cooperative agreements for the three social science programs. He also advised grant writers on developing policies for access and sharing of data including provisions for appropriate protection of privacy, confidentiality, security, intellectual property rights.

Dr. Gotham has been an author or co-author on more than 100 academic publications including four books and a variety of book chapters and peer-reviewed articles. He has presented his research at more than 100 professional conferences and workshops since 1992. As a principal investigator (PI) or co-PI, he has been awarded over $2 million in funding from the NSF and other government agencies to support his research. He has served as an editor, book review editor, and editorial board member for several peer-reviewed academic journals. He was Chair of the Community and Urban Sociology Section (CUSS) of the American Sociological Association (ASA) from 2015-2016. His research and publications have won several awards, and he has been interviewed by journalists from the Kansas City Star, New Orleans Times-Picayune, New York Times, and by Soledad O’Brien.

Dr. Gotham is Board Certified in Security Management as a Certified Protection Professional (CPP) by the American Society of Industrial Security (ASIS) International, the largest association for security management professionals in the world. He has 12 years of experience in information security/asset protection via member of the Tulane University Social-Behavioral Institutional Review Board (IRB). Dr. Gotham has the training and ability to conduct security audits/surveys/assessments, perform risk management assessments, and formulate asset protection programs. Over the last decade, he has drawn on his NSF experience and security management background to offer workshops to faculty and graduate students on developing and incorporating information security practices into their research agenda and projects. These practices include, among others, clear protocols for the protection of confidential and sensitive information, information security awareness training, contingency planning, vulnerability management, and incident response.
